
Closing the function, Hon Matia Kasaija, promised to allocate more funding towards road maintenance stressing the importance of a balance between road development and maintenance. He urged the Fund to root efficiency in the sector in order to realize the full potential of funds downstream. He commended the Board, Management and Staff of Uganda Road Fund for bringing stakeholders together to deliberate on the findings of the report for it confirmed improvements and gaps needed to be filled by the Government.
Stakeholders who attended the launch included Government, Ministries and departments, Enforcement agencies, Private sector, Civil Society, Development Partners, Transport Bodies and Academia.
Uganda Road Fund undertook the 5th Road User Satisfaction Survey in 2016 to establish user perceptions of services provided in the roads sub-sector. The survey is in line with principles of the Fund; particularly Section 3(c) of the Road Fund Act which requires the Fund to “ensure that its operations are designed for the provision of the best services to its customers, while maintaining a high degree of responsiveness to their needs”.
The RUSS is a National survey covering all regions of the country. Respondents comprise an equal number from each of the 6 road user groups, namely truck drivers, bus and matatu drivers, passengers, motorcyclists, cyclists, and car drivers.
The key topics that were covered in the survey included among others Satisfaction with overall experience on all public roads; Satisfaction with current journey; Pedestrian experiences and challenges; Road safety; Rating of road agencies on key road services; Road users’ awareness of road agency mandates; Road tolling; and Membership to road user associations.
